2nd Polish Industry Incentive Scheme – results


The Polish Ministry of Economy has announced the list of positively evaluated projects by the ESA Technical Evaluation Board within the 2nd Polish Industry Incentive Scheme. 29 projects were selected.
The Ministry of Economy has announced the list of positively evaluated projects by the ESA Technical Evaluation Board (TEB) and approved for implementation by the PL-ESA Task Force. The proposals were submitted under the 2nd Polish Industry Incentive Scheme. The total budget for these projects is over 5 million EUR.

In total 28 projects will be carried out. One more project has been qualified to be conducted in later time-frame. Most of the recommended projects are linked to ESA technological domains to which Poland is subscribed (15), Earth Observation (5) and satellite navigation (5). The remaining offers are linked to science (1), space debris (1) and Space Situational Awareness (1).

The evaluation criteria taken into account by the TEB were: clarity of technical objectives and definition of requirements (40 points), chances for use in ESA other and future programs (20 points), estimated costs and work schedule credibility (30 points) and compliance with administrative tender conditions (10 points).

Entities, whose proposals were not accepted for implementation, may use the chance to conduct a detailed debriefing with ESA experts to learn the reasons for rejection. The Polish Ministry of Economy and the Polish Agency of Enterprise Development recommend to take this approach.

The Polish Industry Inventive Scheme is a program dedicated to Polish entities as project leaders. For the first 5 years of Poland’s ESA membership (ie. to the end of 2017) Polish entities (companies and research units) will be supported by this program, which aims to prepare them for participation to future ESA projects. Parts of the Polish ESA membership contribution (45% of the mandatory part of budget) is to be used under this Scheme with limited participation of foreign entities.

The 2nd Polish Industry Incentive Scheme has attracted almost the same amount of project submissions as the first one. This has happened despite the first space call of the European Horizon 2020 programme, which has also gained considerable interest from Polish entities. The results of Horizon 2020 are right now being announced and Kosmonauta.net will present a report on this topic within the next few weeks.
